Terms and Conditions
THIS DOCUMENT PROVIDES TERMS AND CONDITIONS FOR THE USE OF THE RAZORBACK IDENTIFICATION CARD (“Razorback ID”), INCLUDING THE RULES GOVERNING ISSUANCE AND REFUND OF MONIES THAT MAY BE PLACED ON INDIVIDUAL RAZORBUCK$ EACCOUNTS.
RECEIPT AND/OR USE OF A RAZORBACK ID FROM THE RAZORBACK CARD OFFICE (“Card Office”) INDICATES THE CARDHOLDER’S ACCEPTANCE OF THE FOLLOWING AGREEMENT AND TERMS, CONDITIONS AND GUIDELINES. BE ADVISED THAT THESE TERMS, CONDITIONS AND GUIDELINES ARE SUBJECT TO CHANGE.
- Agreement: This agreement is between the individual named on the front of the Razorback ID (the “Cardholder”), and Board of Trustees of the University of Arkansas, acting for and on behalf of the University of Arkansas, Fayetteville (“U of A”). This agreement refers to a Razorback ID and Razorbuck$ eAccount. The Razorback Card Office administers this agreement at the University of Arkansas, Fayetteville. The Cardholder, by obtaining and/or using a Razorback ID, agrees to be bound by the Terms and Conditions set forth herein as well as the Student Handbook, the Residence Hall Handbook, and the Faculty Handbook, as applicable. The Razorback ID may be suspended, terminated, deactivated, or confiscated from the Cardholder due to inappropriate or illegal use or failure to comply with these Terms and Conditions.
- Definitions:
- Affiliate refers to an individual who possesses a valid Razorback ID but is not a U of A Student, Faculty, or Staff member, including, but not limited to, vendors, contractors, researchers, visitors, members of the U of A System, and other non-direct employees, students, and staff.
- Alumni refers to an individual who maintains an active and current membership with the University of Arkansas Alumni Association.
- Cardholder refers to the individual whose name and image appear on the Razorback ID.
- Faculty/Staff refers to an individual who is employed by U of A with an active classification in Workday.
- Razorback ID refers to the University of Arkansas’s multi-use card that combines several features including: photo identification; secure building access; UREC access; library borrowing privileges; copying and printing; meal plans and dining dollars; and Razorbuck$ eAccount.
- Razorbuck$ eAccount refers to a stored value account established only by pre-depositing funds.
- Retiree/Emeritus refers to an individual who has retired as an employee from U of A.
- Student refers to an individual who is enrolled in any credit-bearing course or program leading to a recognized educational credential offered by U of A during the current semester or who has been previously enrolled and has an apparent continuing relationship with U of A.
- You and Your each refers to the Cardholder.
- Term: This agreement shall be for the length of time the Cardholder is in possession of the Razorback ID beginning when the Cardholder receives their Razorback ID from the Card Office and terminating when the Cardholder is officially separated from the U of A (e.g., due to graduation, withdrawal, retirement, termination, etc.) or when a Razorbuck$ eAccount is closed pursuant to Section 12 herein, whichever is last to occur.
- Lost or Stolen Cards: Lost or stolen cards should be reported immediately to the Razorback Card Office at (479) 575-7563 during regular business hours (Monday – Friday). Lost or stolen cards can also be reported stolen and deactivated 24/7 at: www.razorbucks.uark.edu.
When cards are reported lost or stolen, the account is suspended until the Razorback ID is found or a new Razorback ID is issued. If the Razorback ID is lost or stolen, the Student, Faculty, Staff, or Affiliate is responsible for all unauthorized charges made to the account resulting from the loss, theft, or misuse of a Razorback ID.
- Replacement Cards: There is a $25.00 fee to replace a card that is lost, stolen, damaged, or updated; however, Students, Staff, and Faculty are entitled to two (2) replacement cards before the fee is due. Fees are subject to change at the sole discretion of the Card Office. The fee may be paid by visiting razorbackcardoffice.uark.edu or by scanning a QR Code in the Card Office to go to the payment portal.
- Unauthorized Use of a Razorback ID: The Cardholder may not transfer their rights under this Agreement to another person. Only the Cardholder is authorized to use the Razorback ID and/or use the Razorbuck$ eAccount. Razorback ID cards will be confiscated by U of A staff and returned to the Card Office if an unauthorized user is found using or attempting to use a Razorback ID. Unauthorized use or cases of fraud related to a Student’s Razorback ID may result in charges being filed with the Dean of Student’s Office for violations of the Student Code of Conduct. Unauthorized use of a Razorback ID that constitutes a crime will be reported to U of A Public Safety.
- Damaged Razorback ID: Defacing, duplicating, or abusing the card in any way is prohibited. If your Razorback ID is damaged due to normal wear and tear the Card Office will replace the card, please review eligibility by visiting razorbackcardoffice.uark.edu. A replacement card due to damage counts towards one (1) of the two (2) free replacement cards given to Students, Staff, and Faculty.
- Name Changes, Status Changes, and Photo Updates: Razorback IDs are printed with legal names only. Cardholders who change their legal name (due to marriage, divorce, or other circumstances) through the University’s name registration process, after obtaining their initial Razorback ID, may exchange their card for a new one. This will count towards one (1) of the two (2) free replacement cards. The old card must be surrendered at the time the new card is issued.
Student legal name changes must be initiated at the Registrar’s Office. After the information has been updated in Workday by the appropriate department, the Card Office will print a new Razorback ID.
Faculty/Staff legal name changes should be initiated through Human Resources. After the information has been updated in Workday by the appropriate department, the Card Office will print a new Razorback ID.
Status Changes: If your affiliation or status changes with U of A (for example, a change from student to faculty or staff), you can exchange your old Razorback ID for an updated one (this will count towards one (1) of two (2) free replacement cards). You must surrender your old Razorback ID to obtain the new card with the appropriate status.
Photo Updates: Cardholders can request a new card, with an updated photo, at any time; however, the Cardholder must pay the $25 replacement card fee to print a new Razorback ID.
- Razorbuck$ e Account: Members of the University community, who have obtained a Razorback ID from the Card Office, are allowed to place money on the card known as “Razorbuck$.” Razorbuck$ can be used anywhere on or off-campus where merchants have agreed to accept Razorbuck$. Razorbuck$ roll over from year to year and do not expire during the Term of the Agreement.
- Depositing Funds: The Razorback ID is not a credit card, but stores funds that have been deposited for later access. Deposits to your Razorbuck$ eAccount can be made only online by visiting razorbucks.uark.edu. There is a minimum amount ($15) for an online deposit and a maximum allowed in a single transaction ($250). Sign on with your UARK email address and follow the steps to add funds to your account. You can use a credit or debit card for online deposits. Guests, such as a parent or family member, may also make deposits to a Razorbuck$ eAccount (“Authorized Guest User”) by visiting razorbucks.uark.edu and clicking "Make a guest deposit". The Authorized Guest User will need the last name reflected on the Razorback ID and the nine-digit ID number. We understand that some might want to use this feature to make a surprise gift, but the Card Office cannot provide last names or nine-digit ID numbers to Authorized Guest Users. Deposits are usually loaded into your Razorbuck$ eAccount instantaneously but may be delayed due to network traffic. U of A is not responsible for any delays.
- Account Balance: No interest shall be paid to the Cardholder on any balance in the Razorbuck$ eAccount. The Cardholder’s Razorback ID will be the access device for the Razorbuck$ eAccount. The Razorback ID must be presented at the time of purchase and shall be the only means of accessing the Cardholder’s Razorbuck$ eAccount. Purchases should not exceed the amount of funds deposited. The Razorbuck$ eAccount shall not be used as a credit card or to obtain cash advances. Cardholder may be required to present additional photo identification along with their Razorback ID when completing transactions with their Razorbuck$ eAccount. You may not withdraw cash from your Razorbuck$ eAccount. Purchases of alcohol or tobacco products using Razorbuck$ is prohibited. The Cardholder agrees that the Razorbuck$ eAccount is nontransferable.
- Account Closure and Refund Requests: A Cardholder may request that their Razorbuck$ eAccount be closed only upon officially separating from the U of A (e.g., due to graduation, withdrawal, retirement, termination, etc.). A closure request is made by completing the online form (Razorbuck$ Account Cancellation Form) found at razorbackcardoffice.uark.edu. To meet Payment Card Industry requirements and UAF Policy 309.1, deposits made with a credit or debit card will be refunded by ACH directly to the debit or credit account. If the debit or credit account is no longer active, a check will be issued to the last known address of the Cardholder. In the event the ACH refund is rejected by the bank, the United States Postal Service returns a refund check as undeliverable, and the address of the Cardholder cannot be reasonably determined, the balance refund will be reported to the Auditor of the State of Arkansas per state law.
- Account Closure and Refund Due to Disaffiliation: The Card Office reserves the right to close any Razorbuck$ eAccount when a Cardholder is officially separated from the U of A (as defined in Section 12) or in the event of the death of a Cardholder. A $25 administrative closing fee will be charged, unless waived in the sole discretion of the Card Office. No refund will be issued for accounts with less than $25 remaining, and, in such situations, the administrative closing fee shall be equal to the remaining balance. Upon account closure, any refund processed from the Razorbuck$ eAccount, after the administrative closing fee, will first be applied toward any debt the Cardholder owes to U of A; any remaining balance will be refunded to the Cardholder. To meet Payment Card Industry requirements and UAF Policy 309.1, deposits made with a credit or debit card will be refunded by ACH directly to the debit or credit account. If the debit or credit account is no longer active, a check will be issued to the last known address of the Cardholder. In the event the ACH refund is rejected by the bank, the United States Postal Service returns a refund check as undeliverable, and the address of the Cardholder cannot be reasonably determined, the balance refund will be reported to the Auditor of the State of Arkansas per state law.
- Account Disputes: Account disputes involving the Razorbuck$ website and/or the loading of funds should be brought to the attention of the Card Office. Cardholders may submit their inquiries in person or online via email at idcard@uark.edu. A detailed description of issue along with supporting documentation, should be submitted either to the Card Office or electronically to idcard@uark.edu. Account disputes, refund requests, and/or merchandise returns related to specific transactions should be directed to the vendor where the transaction took place. Please allow the vendor two to three business days to resolve the issue. If no response is received from the vendor within that time frame, Cardholders may then reach out to the Card Office with supporting documentation or electronically to idcard@uark.edu. Refunds are not guaranteed and will be evaluated based on the documentation provided and an investigation by the Card Office. Some refunds may require approval from the vendor.
- Manual Transactions and Offline Activity: The Cardholder acknowledges that:
a. The Transact card system is an online program that relies on fiber connections, modems, and underground lines to communicate between the Razorbuck$ account server and readers. It is possible for the reader to record and store access and debit transactions that have occurred in offline mode. Offline transactions will be posted to the Cardholder's account after the connection is restored. The Cardholder is responsible for such posted charges that exceed the Cardholder’s account balance. The Cardholder is also responsible for any usage charges that are posted to their Razorbuck$ eAccount after all postings are completed.
b. Balances given at readers or online may not reflect manual account activity or offline activity.
- Transaction History: Student, Faculty, Staff, and Retiree/Emeritus Cardholders may check their Razorbuck$ eAccount balances online at Razorbucks.uark.edu. Transaction history can only be emailed to a verified U of A email account.
- Privacy Policy and Disclosure of Information to Third Parties: U of A values our cardholders and respects the privacy of Students, Faculty, Staff, Alumni, and Affiliates. Our goal is to make using the Razorback ID convenient and secure. To accomplish this, we may collect information that permits us to open or close your account and process transactions. This information may include your name, email address, phone number, student ID number and transaction history.
Information regarding the Cardholder’s account or a particular transaction may be disclosed to third parties when necessary to complete a transaction, when the condition or existence of an account must be verified, to comply with government agency or court orders, at the written request of a Cardholder, or as otherwise permitted under U of A Policy and applicable law. In accordance with the Family Educational Rights and Privacy Act (FERPA) the following information may be disclosed, without consent, to the following parties or under the following conditions:
- School officials with legitimate educational interests
- Other schools to which a student is transferring
- Specified officials for audit or evaluation purposes
- Appropriate parties in connection with financial aid to a student
- Organizations conducting certain studies for or on behalf of the school
- Accrediting organizations
- To comply with a judicial order or lawfully issued subpoena
- Appropriate officials in cases of health and safety emergencies
- State and local authorities, with a juvenile justice system, pursuant to specific
State law.
18. Change in Terms: If any changes are made to the Terms and Conditions, the Card Office shall provide the Cardholder with notice of such change(s) at least twenty-one (21) days in advance of the effective date by email or through notice in Workday and by posting such notice on the Card Office website at razorbackcardoffice.uark.edu. Prior notice need not be given where an immediate change in terms and conditions is necessary to maintain or restore the security of the Razorback ID or Razorbuck$ eAccount, is necessary to comply with applicable law or policy, or constitutes a technical correction to these Terms and Conditions. Your continued use of the Razorback ID indicates your acceptance of all revisions.
- Governing Law: This Agreement shall be governed by and construed in accordance with the laws of the State of Arkansas, excluding any conflicts of laws statutes. You agree that any legal action or proceeding between U of A and You arising out of or relating to these Terms and Conditions, the Razorback ID, or the Razorbuck$ eAccount shall be brought exclusively in the State of Arkansas and you hereby consent to the subject matter and personal jurisdiction of such jurisdiction. Any cause of action or claim you may have with respect to these Terms and Conditions, the Razorback ID, or the Razorbuck$ eAccount must be brought within one (1) year after the claim or cause of action arises or it shall be barred. Notwithstanding the foregoing, nothing herein shall constitute a waiver of any immunities to suit available to the University, its officer, agents, or employees.
- Federal and State Financial Services Regulations: U of A makes no representations or warranties of any kind, express or implied, as to whether this Agreement is subject to the Electronic Funds Transfer Act or its implementing regulation (collectively “Regulation E”) or other state or federal financial services laws or regulations.
